- To enhance the quality of life and the independence of consumers who might otherwise be restricted to long term institutional care.

- To work cooperatively with other service providers, health care institutions, health professionals and community organizations to provide for the smooth delivery of professional services to consumers and to assist in the development of community and home care options.
